Badlao Foundation (Jharkhand)

Badlao Foundation is a grassroots organisation registered in 1982, working for over four decades with Adivasi and forest-dependent communities in Jharkhand, particularly in the Santhal Pargana region. Its work focuses on community empowerment, forest rights, sustainable livelihoods, gender justice, health, education, and strengthening Gram Sabhas and PRIs under PESA.

Khoj Avam Jan Jagriti Samiti – KHOJ (Chhattisgarh)

KHOJ is a registered nonprofit organisation established in 2005 to work towards empowerment of the Adivasi communities in Chhattisgarh. KHOJ has been working under this project with forest dwelling communities in 4 districts of Chhattisgarh, for building capacities of community institutions towards community forest management and enhancing livelihood opportunities.  

Project Overview

The project is being implemented in 75 Adivasi-dominated forest villages across 10 blocks in 8 districts in the states of Jharkhand (35 villages, 3 districts) and Chhattisgarh (40 villages, 5 districts).
It aims to reduce vulnerability of forest-dependent communities by strengthening governance over forest resources, securing forest tenure rights, promoting climate-adaptive forest-based livelihoods, and enhancing women’s leadership in forest governance.

Purpose of the Evaluation

The final external evaluation will assess the project’s outputs, outcomes, and impact, with a focus on:

• Strengthening of community institutions (Gram Sabhas, FRCs, CFRMCs)

• Progress towards social and economic security

• Women’s leadership and gender outcomes in forest governance

• Climate-resilient forest-based livelihoods

• Policy influence, advocacy efforts, and government responsiveness

The evaluation will follow OECD-DAC criteria: relevance, effectiveness, efficiency, impact, coherence, and sustainability.

Scope of Work

The evaluator(s) will:

• Review project documents, baseline, reports, and impact matrix

• Conduct field visits in Jharkhand and Chhattisgarh

• Use participatory, gender-sensitive qualitative and quantitative methods

• Assess governance, livelihoods, women’s leadership, and policy influence

• Facilitate a findings-sharing and reflection workshop

• Submit a draft and final evaluation report

• Present findings through a virtual knowledge-sharing session

Required Qualifications

• Proven experience in project evaluations, preferably in forest rights, tribal development, natural resource governance, or climate resilience

• Strong qualitative and quantitative research skills

• Familiarity with Forest Rights Act, PESA, and community forest governance

• Experience working with Adivasi / PVTG communities

• Ability to work in participatory and gender-responsive ways

• Team with both male and female evaluators preferred for fieldwork
